汽油污染場址健康風險評估研究

我國汽、柴油零售加油站,自1987年經濟部能源委員會開放民間經營以來,許多加油站營運站齡已超過10年以上,以高雄市為例:轄內汽、柴油零售加油站數量計約265站,倘若每座加油站平均設置4座地下儲油槽估算,高雄市轄內就約有近1100座地下儲油槽,數量相當可觀;如此高密度之地下儲油槽設置,伴隨而來的污染情事及鄰近居民健康風險問題,值得關注並加以探討。本研究以行政院環境保護署公告列管的整治場址為例,評估成人及孩童暴露於遭受汽油油品污染之土壤及地下水等環境下,模擬關切污染物:苯、甲苯、乙苯、二甲苯及甲基第三丁基醚,可能造成之致癌及非致癌健康風險。人類健康風險評估,參考環保署2006年公告「土壤及地下水

場址健康風險評估評析方法及撰寫指引」,美國材料試驗協會(American Society for Testing and Materials, ASTM)之建議架構中層次性健康風險評估原則;並依據美國環保署暴露評估方法(Exposure Assessment Methods),得以瞭解本研究關切污染物洩漏或污染土壤及地下水等環境介質中可能之暴露途徑,最後以暴露評估模式,推估經由口服食入、吸入及皮膚接觸暴露下,對人體產生致癌與非致癌之健康風險,致癌風險以暴露劑量與致癌斜率的乘積來進行風險的界定,非致癌風險為暴露劑量除以參考劑量獲得之危害指數表示。風險評估前針對環境、污染場址、關切污染物物化資料及

健康風險評估參數(關切污染物宿命傳輸參數、建築物室內參數、受體暴露量參數及致癌風險參數等四類)進行蒐集,並針對關切污染物項目彙整成人及孩童健康風險參數預設值,依危害鑑定、劑量反應評估、暴露評估及風險特徵描述四個分析步驟闡述健康風險評估。針對致癌風險部份,本研究分析結果顯示:(一)總致癌風險:成人及孩童之模擬風險皆高於一般人可接受之致癌風險值10-6。(二)污染物對人體之貢獻方式:以吸入最高,口服第二,皮膚接觸最低,又孩童吸入致癌風險高於成人近10倍之多,判斷可能與孩童體重較輕且呼吸速率較快有明顯之關係。(三)污染物貢獻方式與致癌風險之關聯:成人吸入致癌風險佔95.74%,口服佔3.71%,皮膚

接觸致癌風險最低;孩童也以吸入致癌風險貢獻最高,佔95.16%,其次為口服致癌風險佔4.23%,皮膚接觸致癌風險則最低。(四)關切污染物對人體之致癌風險:苯所造成的總致癌風險遠高於乙苯及甲基第三丁基醚,而孩童暴露在苯總致癌風險高於成人5倍之多。針對非致癌風險部份,本研究分析結果顯示:(一)暴露途徑:成人及孩童皆以吸入為主,高於口服及皮膚接觸。(二)關切污染物、暴露途徑與非致癌風險之關聯:成人口服非致癌風險以苯貢獻最高、吸入以苯最高、皮膚接觸以甲苯最高;孩童口服非致癌風險以苯貢獻最高、吸入以苯貢獻最高、皮膚接觸甲苯最高,與成人風險呈現一致性。(三)法規標準之建議:本研究模擬之成人及孩童非致癌風險

,皆高於法定規範非致癌風險總危害指標值1,顯示本研究場址風險超出受體可接受之上限。綜上研究結論顯示,污染場址洩漏之關切污染物濃度,對鄰近居民致癌風險高於一般人所能接受的(10-6),非致癌風險總和大於1,不論致癌性或非致癌性,皆有危害性影響。目前法規限值無法有效保障國人免於健康危害之風險,故建議重新修正苯、甲苯、二甲苯及乙苯之法規限值,得以保障及維護國人健康安全。
